1319. No person shall park a Vehicle so that the bumper or side of the Vehicle is closer than SIX HUNDRED (600) millimetres to the bumper or side of another Vehicle except that:
A Handicapped Placard shall entitle the holder to Parking at prevailing Parking rates in any space on City streets or public Parking lots, designated for use by Handicapped Placard holders only.
