a commercial vehicle in excess of 5600 kg on a highway in a commercial or industrial zone except in such a manner as to leave a clear unobstructed width of at least 3.5 meters between the centre-line of the roadway and the nearest edge of the vehicle unless it is within a construction zone approved by a permit issued by the Engineer.
