An owner of a dwelling or premises served by the Municipal Solid Waste Collection System may apply, in writing, to the General Manager, Engineering and Public Works for permission to have his or her property excluded from the Municipal Solid Waste Collection System and alternatively serviced by an Alternate Collection Service company.
