If the amount of the security in subsection (1) is insufficient for the City to conduct all necessary inspections and fulfill any requirements that the permit holder has failed to fulfill, the permit holder shall pay any deficiencies to the City on demand. The City may withhold the issuance of any future permits to the permit holder until the full amount outstanding has been paid to the City.
