Subsection (1) does not apply to the driver of a vehicle that
- (a) belongs to the City, its officers, employees, or agents, and
- (b) is being used in the course of employment of a person referred to in paragraph (a), as evidenced by a sign, marking, or notice that is signed by the Director of Engineering, Corporate Administrator, or Chief of Police and is displayed on the vehicle.
