Every owner shall ensure that their pit bull is leashed and muzzled at all times unless:
- the pit bull is within an enclosure on the property occupied by the owner of the pit bull;
- or
- (b) the pit bull is within an enclosure on the property occupied by a person who consents to the pit bull being off leash and/or without a muzzle.
