Exterior steps, walks, verandas, porches, decks, balconies, driveways, parking areas, loading docks and similar areas of a yard shall be maintained so as to:
- a) afford sa fe passage under normal use;
- b) be adequately lighted; and
- c) be free of defects and accident hazards.
