Except as provided in subsection (2), when authorized signs to that effect are displayed,
no person shall move, drive or operate a heavy truck on the highways set out in Column 1 of Schedule XI of this by-law between the limits set out in Column 2 of the said Schedule during the times or days set out in Column 3 of the said Schedule.
