Every person owning land abutting a highway on which land he intends to carry out construction which necessitates the crossing of curbs, sidewalks, shoulders, boulevards or parkland shall submit to the Commissioner an application in a form provided by the Commissioner accompanied by a deposit as set out in Schedule XXIII.
