Notwithstanding Section 2.3, where fifty percent (50%) or more of any fence or privacy screen is to be replaced or repaired, or in the opinion of the Director, a fence or privacy screen is substantially replaced or repaired, the fence or privacy screen shall meet the requirements of this By-law.
