For the purposes of Section 5.1, a cat shall not count towards the total permitted number if kept in accordance with the following:
- temporarily kept by a rescue organization, recognized by the Town, for the purposes of being fostered and subsequently adopted or in connection with a Trap, Neuter and Return program; or
