The City shall, upon receipt of an application for a licence, or its renewal, investigate as necessary with respect to the application and shall:
- if there are any reasonable grounds to believe that the applicant may not be entitled to the issuance or renewal of a licence based on the criteria identified in this By-law, send notice of this fact to the applicant; or
