Despite section 7.3, every owner of a pigeon shall ensure that the pigeon is kept in the pigeon enclosure at all times except during:
a maximum of two flights daily before 10:00 a.m. or after 3:00 p.m.; or
- (b) a flight conducted by the Canadian Racing Pigeon Union Inc. or the Canadian Pigeon Fanciers’ Association.
