No person shall, either directly or indirectly, discharge or cause permit the discharge or deposit of any prohibited substance into land drainage works located on a highway in contravention of 3 of Bylaw Number 2000-263, "A Bylaw to Control Discharges to Municipal Sewers", or a successor to that bylaw.
