An Applicant for a Permit is subject to the provisions of this By-law and entitled to be issued the Permit, except where:
- a) the Application is incomplete;
- b) the Applicant is not a Fireworks Supervisor; or
- c) there are reasonable grounds for belief that the holding of the Display Fireworks will result in a breach of this or any other by-law, the or the Explosives Act.
