13 The Owner of any Cat shall ensure that such Cat does not:
- bite, scratch or do any other act that injures a Person;
- (b) chase or otherwise threaten a Person whether on the property of the Owner or not;
- (c) bite, scratch or chase other Animals;
- (d) cause damage to other property; or
