no person shall stop, stand or park a vehicle:
- on a highway in front of an unfenced portion, or within 15 meters of an opening in a fenced portion, abutting a primary, elementary or secondary school ground or neighborhood tot lot or playground, from 7:00 a.m. to 6:00 p.m.;
