if a bulkhead is required for the culvert and/or the boulevard tiling, it shall be installed by the Municipality. 617 Upon completion of the culvert construction and/or the boulevard tiling installation to the satisfaction of the Engineer, the Municipality shall #5107 refund or invoice the applicant:
