Notwithstanding Section 4(3), an attended commercial vehicle displaying a valid and subsisting "Commercial Vehicle Licence Decal" may park in a lane provided that the attended commercial vehicle is actually being loaded or unloaded, and providing that the vehicle is placed so as to leave at least 3m of the adjacent highway clear, as measure on a line perpendicular to the vehicle.
