The Fire Chief shall establish rules, regulations and policies necessary for the proper organization, administration and operation of the Fire Rescue Department including but not limited to:
- (a) the use, care and protection of Fire Rescue Department property;
- (b) the conduct and discipline of Members of the Fire Rescue Department;
- (c) the safe and efficient operation of the Fire Rescue Department; and
- (d) the duties and responsibilities of Members.
