Richmond By-law 5870, s. 19.2 — For the purposes of this Bylaw, wherever in these regulations adopted by this Bylaw, the term “Minister” or “Minister of Transportation and Highways” appears, the term “ General Manager, Engineering & Public Works ” shall be substituted and where the term “Act” appears, the term “Bylaw” shall be substituted
