Subject to Section 7,
no person shall do anything which will direct the attention of persons and cause them to congregate in a group upon any highway in such a manner as to obstruct the free passage of pedestrians or vehicles, or in such a manner that persons so congregated might thus be in danger of injury, except with the written permission of Council.
