Every person who is issued a written permit by the General Manager, Engineering & Public Works pursuant to Section 6.3 must comply with all terms and conditions of that permit. No person may carry out, or allow anyone else to carry out, any work or activity authorized by such permit except in full compliance with those terms and conditions.
