A person may, in respect to a specific property or specific properties, submit an application for a modification of this Bylaw in respect to a rating level set out in section 2.1 – 2.3 of this Bylaw to the General Manager in a form and with a content satisfactory to the General Manager who shall refer the application to Council for consideration with recommendations.
