13. Notwithstanding anything else contained in this bylaw, delivery or collection services to or from the lands and premises described as:
- Lot 1, Sections 38 and 39, Victoria District, Plan 13078 except those parts thereof included within the boundaries of Plans 13902 and 18473 (Shelbourne Plaza) shall be exempt from the provisions of this bylaw between the hours of 8:00 a.m. and 9:00 p.m. on each day except Sundays and statutory holidays and the exemption set out in
