The driver of a commercial motor vehicle or a combination of vehicles, when driving on a highway outside a business or residential district, shall not follow within 60 metres of another commercial vehicle or a combination of vehicles, but this shall not be construed to prevent one commercial vehicle or combination of vehicles overtaking and passing another.
