Where the Engineer, a By-law Enforcement Officer, a Parking Patroller or a Peace Officer - 28 - is satisfied that a vehicle, roll-off container or dumpster container has been abandoned or left on a highway without lawful authority, he may have it towed and impounded pursuant to Section 73.
