9. No person, whether as a pedestrian, passenger or driver and whether or not with the use or aid of any animal, vehicle or other thing, shall perform or engage in any stunt or other activity on a highway that is likely to distract, startle or interfere with other users of the highway. - 9 - Unnecessary Noise
