Any person to whom this section might otherwise apply, may, with the approval of the Council, enter into an agreement for the payment to the City compensation in respect of any damage or expense which may, in the opinion of the Engineer, be caused by extraordinary traffic, and thereupon that person shall not in respect of that traffic be subject to any prohibition or penalty prescribed by this section.
