The Director of Engineering may exercise the power to make an order under this Bylaw at any time or from time to time, as the Director of Engineering considers necessary or expedient. Powers of Council not affected by an order 7 (1) The giving or delegating of authority, under this Bylaw, to the Director of Engineering does not limit the power of the Council to initiate, adopt, repeal or amend bylaws in respect of any matter within this Bylaw.
