The minimum penalties for offences under this bylaw, except offences mentioned in subsection (1), are prescribed in Schedule F. Offence Notice 121 (1) An offence notice may be delivered to another person by a person who
- (a) is authorized by or under a resolution of the Council, or under a subsisting contract with the City, and
- (b) has reason to believe that the other person has committed an offence under this Bylaw.
