Winnipeg By-law 1573/77, s. 15 — By-law No. 1573/77 12 TEMPORARY TRAFFIC CONTROL DEVICES The Director shall place and maintain or cause to be placed and maintained temporary traffic control devices to prohibit or regulate traffic in an emergency or for the purposes of carrying out any authorized work on the street including street cleaning and snow removal operations or as authorized by the Chief of Police to insure orderly movement of traffic, to prevent injury or damage to persons or property, or to permit action in any emergency
