All by-laws and by-law amendments, passed prior hereto by any area municipality as defined in clause (1) of Section 1 of The City of Winnipeg Act and still in force, relating to the regulation of traffic shall hereinafter cease to have effect, save as provided in
- (c) of Subsection 2 hereof.
