Every floor, wall, ceiling, and fixture in a building shall be free of mould and be maintained in a clean and sanitary condition, and the building shall be kept free from rubbish, debris or conditions which constitute a fire, accident or health hazard. This section does not apply to isolated mould originating on the surface that has not penetrated the surface.
