Where compliance therewith would be impractical due to the placement of bus stops for public transit vehicles, the provisions of this by-law shall not apply to public transit vehicles. 61 This by-law shall come into effect on the 3rd day of January, 1994. “ PART IX ADMINISTRATIVE PENALTIES
