does not provide the information or documents required under section 7.1 within the time specified by the Manager; or

(b) has not taken any active steps to complete the tree permit application process and the application is more than one year old, the application shall be deemed withdrawn and the applicant shall not be entitled to

a refund of any prescribed fees paid. The Manager may close the tree permit application file when the applicant withdraws or is deemed to have withdrawn the application.
