Every person who contravenes any provision of this By-law or fails to comply with an order made under this By-law is guilty of an offence and upon conviction is liable:
- (a) on a first conviction, to a fine of not more than $10,000; and
- (b) on any subsequent conviction, to a fine of not more than $25,000. [As Amended: By-law 11-230 s.2}
