The amount of the City's costs, including interest to the date payment is made in full, constitutes a lien upon the land, upon the registration of a notice of lien upon the land. Penalties · (21) Every person other than a corporation who fails to comply with any provision of this By - law or an order or other direction made under this By-law is guilty of an offence and, upon conviction, is liable to a fine of not more than $10,000.00 for a first offence and $25,000 for a second or subsequent offence.
