Every holder of a Kennel permit, Breeder permit, Hen Coop permit or Pigeon Loft permit who does not pay the applicable permit fee by March 31st of each year shall be subject to an administration fee, as set out in the Fees and Charges Bylaw, in addition to the permit fee.
