Notwithstanding subsection 3.3(4), where in the opinion of the Shelter a seized and impounded dog is injured or ill and should be euthanized without delay for humane reasons, the Shelter may euthanize the dog without permitting any person to reclaim the dog in accordance with the Animals for Research Act.
