Notwithstanding subsection 3.8(1), any person who owns more than t h e permitted number of dogs on the date this By-law comes into force shall be permitted to keep those dogs until they have died or are otherwise disposed of, provided that such dogs are registered and licensed with the City in accordance with the provisions of this by-law within ninety (90) days of the date that the By- law comes into force.
