Notwithstanding subsection 4.4(1), any person who owns more than the permitted number of cats on the date that this by-law comes into force shall be permitted to keep those cats until they have died or are otherwise disposed of, provided that such cats are registered with the City within 90 days of date that this by-law comes into force FERAL CATS, TRAP NEUTER RETURN PROGRAM
