Despite Subsection D(1) and (2), a vehicle displaying a valid accessible parking permit issued by the Ministry of Transportation may be driven or stopped in the lane during the times or days set out in Schedule XXII in § 950-1321, for the purpose of and while actually engaged in the pick-up or discharge of passengers.
