Notwithstanding the requirements under Section 3.13
- (i) and Section 8.6, every Short-Term Rental Owner shall be fully responsible for any and all decisions and actions governed by this By-law, including those taken by a Short-Term Rental Operator, whether or not such individual has been identified as such by the Short-Term Rental Owner and whether or not such individual was granted explicit permission or authority to make such decisions or take such actions.
