23. No person shall solicit fares for a taxicab or otherwise on any highway other than at a taxicab stand, and no taxicab while waiting for a hire engagement shall be parked on a highway other than a taxicab stand. PART III FIRE ROUTES 24.(l) Each owner shall ensure that his building has a fire route constructed and maintained in compliance with the provisions of this by-law.
