If payment is not made by the owner in accordance with the provisions of subsection (2) hereof, the Corporation may recover the expense incurred by action, or the same may be recovered in like manner as municipal taxes. 30.(l) No person shall, without authority from the Chief Fire Official, Police Chief or Executive Director of Operations erect, alter, move, remove or deface or in any manner interfere with any sign, marking or barricade placed, erected or maintained under the authority of this by-law.
