No person shall park any vehicle in any parking space for which a parking meter has been designated while said meter is displaying any of the following:
- Time has expired and therefore needs additional monies
- (b) That the meter is out of order and shows “Fail”
- (c) that the meter has no display or reads blank ( Added B/L 120-2010 July 26/10
