Windsor By-law 9023, s. 57 — Executive Director of Operations or designate, of the Corporation is hereby authorized and directed to issue parking permits to applicants therefore permitting the use of Lots 4-1,4-2,4-3, 6, 9, 14, 15, 16, 18, 21, 22,28,29,31,35,36,37, 38 and 39 on a monthly basis or any fraction thereof upon the payment in advance of a monthly fee as shown on Schedule “T” (Parking Lots) of this by law; and permitting the use of Garage Parking Lots 1,2 and 3 on a monthly basis upon the payment in advance of a monthly fee as shown on Schedule “X” (Garage Parking Lots) of this by law provided, however, that no such permit shall be issued until the applicant has executed and filed with the Executive Director of Operations or designate, an agreement with the Corporation undertaking to comply fully with all rules and regulations that may from time to time be incorporated as part of such agreement, and without limiting the generality of the foregoing, the applicant shall agree to pay the monthly fee in advance and to surrender the card key upon expiration of the permit by lapse or time or otherwise
