The Regulatory Services Manager shall not issue a license for a circus other than one held in the Exhibition Park Grounds or the ENMAX Centre, unless a resolution of the Council authorizes him so to do. The Regulatory Services Manager shall obtain comments from all City Departments concerned and report same to the City Manager.
