No second-hand dealer shall acquire any second-hand merchandise from any person unless that person:
- (a) is eighteen (18) years of age or over,
- (b) does not appear to be under the influence of liquor,
- (c) properly identifies themselves as required in Subsection 3(d)(v) below.
